Locate the power/mode button on the device. Press the button to cycle through the different speed modes:

5.3 Adjusting Laser Angle

The laser head can be manually rotated vertically by 50 degrees to direct the laser dots onto the ground or walls. The toy automatically swings the laser within a 60-degree horizontal range.
